Licenses are only an age limit, IQ tests filter retards, literal and just downie Fucks that shouldn't have inbred gravedigging bound children.

you have to pass a written test as well to get a license.

I would incorporate the two. The IQ test would be part of the application process...actually, probably the first screening method.
